The U.S. Department of Justice appears to have opened a grand jury investigation into former FBI Special Agent Kyle Seraphin in retaliation for his role as a whistleblower over the past two years and his promotion of other whistleblowers who sought to expose malfeasance at the nation’s top law enforcement agency.

In February 2023, the Committee began its oversight after whistleblower Kyle Seraphin revealed the existence of the Richmond memorandum in internal FBI systems.

The document, which was published on the website UncoverDC and is titled “Interest of Racially or Ethnically Motivated Violent Extremists in Radical-Traditionalist Catholic Ideology Almost Certainly Presents New Mitigation Opportunities,” the document singles out Catholics who are interested in the Traditional Latin Mass as potentially linked to violent extremist groups.

Kyle Seraphin, who is listed by UncoverDC as the author of the document, told CNA that he received the leaked document from an FBI agent. Seraphin himself is a former FBI special agent who was reportedly suspended last year. According to an NBC News report he went on to join Truth Social, the social media platform started by former President Donald Trump.

"From the interactions I have, it seems like conservatives either consider the FBI the butt of a cruel joke or an outright threat to American civil liberties," federal whistleblower and former FBI agent Kyle Seraphin told Fox News Digital. "Compared with how that looked three years ago, it feels like a complete nosedive in public confidence."

The bureau became further embroiled in controversy over the last 12 months when Seraphin and other whistleblowers uncovered a number of faulty investigations carried out by different FBI field offices across the United States. With the secret investigations exposed to the public eye, Seraphin said retired agents are "embarrassed" to reveal they once worked for the federal agency.

"That is a sea change," he said.
